there shouldn't be a baffle on the front cam cover, only the rear one has the baffle to stop oil from getting into the crankcase breather hose. a compression check will tell you if a valve is hanging or leaking. a double tick on a rocker indicates a sticking valve, a compression check can confirm it. there's not much you can do to free it up other than cleaning the guide, which requires head removal. it's hard to dissolve carbon, generally it has to be scraped or wire brushed.

Pauli... The 1100 has the baffle in the front cylinder ... The 650 in the rear..
i thought the bike was a 650. i once tried lifting the valve seal and spraying into the guide and it actually worked for awhile. but it wasn't a motorcycle engine. most motorcycle engines are set pretty lean from the factory so carbon build up shouldn't happen. i think to low of a idle on overhead cam engines causes many problems including carbon build up. which might be what happened here. a lot guys wan't that harley idle sound which can harm the engine. even a harley set to low will seize a rocker shaft.

Evening All, Update
The engine has been removed and installed back on the bike. I still have some assembly left to do. I am no where near ready to start the engine.
I removed the front head and disassembled. Found no major problems. There was very little carbon but all the wear surfaces ( valves, camshafts lobes and journal, rocker arm shafts) were highly polished to a mirror finish which leads me to believe the engine is not getting enough oil to the front cylinder. With the engine assembled with rocker covers off I can set the piston at TDC on the compression stroke and tap on the rocker arms with my finger and reproduce the noise I hear when it is running. The valves are set to .004". If I shoot some oil between the rocker and the valve the noise will disappear. I have removed oil pump and inspected but no problems were found there either. I have blown the oil lines out with air so there is no blockage there either. My next step is to raise the oil pressure a little. The oil relief valve is located in the case. That was a stupid place to put that! I am planning on installing a orifice in the hole behind the oil filter that feeds the relief valve to limit how much oil gets to the relief valve.
